 The year 2004 and the first months of 2005 mark a turning point for the BDPME Group, since the State,the Bank’s majority shareholder, has decided to merge it with the ANVAR under the aegis of OSEO, a public institution with commercial and industrial characteristic (or “EPIC”), a Financial Company that is subject to the prudential regulations for credit institutions.

OSEO bdpme therefore belongs to the new OSEO Group that now brings together the activities of OSEO Anvar, OSEO bdpme and its subsidiary OSEO sofaris, as well as OSEO services.

The major purpose of this merger is to supply responses to the financing needs that are not covered by private players and to strengthen the transparency, the efficiency and the leverage attached to the current national and local arrangements.

The organisational and operational principles and the missions of the new group that is created out of the merger of Anvar and BDPME were laid out in a “Founding Memorandum” released on 12 October 2004 by the Minister of State, the Minister of the Economy, Finances and Industry.

OSEO bdpme provides financial support to SMEs on the example of some existing projects in all developed countries, especially in the European Union. It takes control of the financing needs of SMEs, particularly when the situations carry a great deal of risk.

In 2003 it provided €1.81 billion in guarantee authorisations via OSEO sofaris, its subsidiary, and €1.34 billion in cofinancing, i.e., a total amount of €3.15 billion. These bonds and loans have provided assistance to more than 57,000 companies, including approximately 34,000 start-ups and over 4000 buyouts.

Its commercial network includes 36 regional offices throughout France, grouped under 6 network divisions. It is represented in Brittany by a subsidiary, OSEO batiroc, formed in a partnership with the Brittany “Région”, the regional development company “SDR” and the local banks. The initiative of OSEO bdpme in the DOM-TOM is taken up by the “Agence Française de Development”network.

Via the partnerships it has formed with the banking networks, the credit institutions and the venture capital companies, OSEO bdpme took part during 2004 in setting up €7.5 billion in short and longterm joint funding in favour of small and medium enterprises.
The Bank and its partners have thus contributed to the creation or maintenance of several tens of thousands of jobs.

OSEO bdpme acts alongside small enterprises in all sectors of the economy: 94% of the beneficiaries of its initiatives are enterprises with fewer than 50 employees; when enterprises with fewer than 10 employees are counted, the percentage comes to 74%. Overall, manufacturing represented 22% of its business, construction and public works 14%;
other services, 34%; trade and store-keeping, 20%; and tourism, 10%.
